Why Do I Feel Itching In My Vagina?

Hello, I am a 59 year old woman, post menopausal, complete hysterectomy at age 39. My problem is severe itching where the vulva meets the inner thigh. It has gotten increasingly more severe over the last few months. Upon examination, I noticed that I have developed a raised white patch on the outside of the outer labia. I have been using a vaginal itching cream but it hasn't helped very much. is this a post menopausal issue or do I need to get an examination? Thank you.
