Lactocalamina lotions are easily available in the nearby cosmetic shops or chemist shop. And can be procured with out any prescription. It can be applied frequently.
Syrup cetrizine is available in the form of syrup with almost every chemist. Can be given twice a day around 3.5 ml.

Brief Answer:
Concurrent some Throat infection?

Detailed Answer:
Hi
If the throat is hurting then it should be examined by the pediatrician locally to rule out any infection like tonsillitis or pharyngitis. And accordingly could be treated with local anesthetic gel and antibiotics.
Analgesics like paracetamol@ 15 mg per kg 4 to 6 hourly basis will be given to relief the pain
It may be a concurrent ailment along with these rashes.
Please feel free for the further clarification.
Thanks
