Question: both legs swelling, retaining water, skin very tight...plus rash in circular patches about 2 to 3 inches...patches of rash terrible itch...scratch constantly and have burning sensation...

Is it possible for you to upload a few pictures of the lesions.
Have you been tested for diabetes any time?
Fluid retention in the legs usually occurs in conditions of kidney, liver or heart impairments. Do you have any breathing difficulty on exertion or lying down? Is there any problem with passing urine? Do you take any alcohol?
The skin lesion may be a fungal infection. I would like to see a picture if possible.
