Hi. I have looked through what you have written. An eczematous or dry scaly rash can be seen with fungal infection. This is known as tinea cruise. It is usually seen over the groin and may spread to the buttocks area as well. Tinea cruris aka Jock itch occurs when one wears tight clothing for long periods of time without showering. This can cause sweat to accumulate and provide a growth medium for the fungus. Treatment of this is with antifungal cream that a chemist would be able to suggest. Along with using an antifungal cream, drinking lots of water, wearing loose cotton clothing, and maintaining personal hygiene can help.
