Since how long you are having this problem? Common causes of itching in penis are allergic and sexually transmitted diseases. Other causes can be fungal infection, tight clothing,etc. You can apply locally ointment containing steroid like betamethasone in addition to antifungal like miconazole and antibacterial like gentamycin. Apply this ointment 2-3 times in a day. You can also take orally one tablet of fenofexadine 180 mg for relief in addition to the above mentioned ointment. Keep your genital area clean.
