Hi,

According to your description the possible factors are:
- Sometimes the chromosomal abnormality can lead to premature arrest after growth underdevelopment of the breast and irregular menstrual periods.
- Rarely inadequate production and improper function of the reproductive hormones and/or growth hormone also can lead to this type of symptoms.

By clinical examination and investigations like karyotyping, levels of reproductive hormones like FSH, LH, estrogen, progesterone, thyroid profile, serum prolactin, growth hormone levels, etc. the possible cause of your problem can be identified and treatment can be taken accordingly. So, please discuss these things with your gynecologist and proceed accordingly.
