Brief Answer:
Appears to be seborrheic dermatitis

Detailed Answer:
Hi,
Thanks for asking.
I am Dr. Prakash HM and I will be answering your query.
Based on your query, my opinion is as follows:

1. It could be seborrheic dermatitis secondary to dandruff. It affects the hair, eyebrows and even eyelids causing itchy symptoms.
2. Ketoconazole shampoos should help.
3. For itching, antihistamines like cetrizine or loratadine should helpful. Avoid frequent washing of hair and using strong shampoos. 2-3 times a week, with mild shampoos should be helpful.
4. If still persistent, a dermatologist visit will be essential, as in few cases steroid therapy will be necessary.

Hope it helps.
