Brief Answer:
you may need to increase the dosage of Levothyroxine.

Detailed Answer:
Hello!

Welcome to Healthcare Magic.

I read carefully your query and understand your concern.

TSH is a hormone produced in pituitary gland in brain that stimulates the production of thyroid hormones by thyroid gland.
If the thyroid gland doesn't produce enough hormones, the levels of these hormones in blood will decrease and this will stimulate the pituitary gland to produce more TSH.
TSH will stimulate the thyroid gland to produce more hormones.
In Hypothyroidism (underactive thyroid gland),the thyroid gland doesn't produce enough hormones. In this condition the level of thyroid hormones (fT3,fT4) in blood is low and the level of TSH is high.
The aim of treatment is to increase the level of thyroid hormones in blood so the TSH will go down to normal levels.

TSH test is a test that serves to monitor the treatment for Hypothyroidism.
If the dose of Levothyroxine is the right dose ,then the level of TSH in blood will be within normal ranges.
When the TSH is high means that the dose is too low and need adjustment.

Normal values for TSH range from 0.4 - 4.0 mIU/L. A value of 26 is high and your doctor should increase the dose of Levothyroxine.

Hope it helps.
Let me know if you have any other question or doubts to clarify.I will be happy to help.
