From the image and description, the most probable cause in this age group would be a viral infection called hand,foot and mouth disease. Similar bumps may appear on palms, feet, around mouth, face etc. along with symptoms of viral infection like fever, runny nose, cough etc. The rashes may be a little itchy.
Being a viral infection, it usually runs its course over a week with an increase in rashes and symptoms and then resolves on its own.
treatment would be mainly symptomatic. Paracetamol for the fever if present. Fluids and normal diet. Antihistamine drops for the rash and runny nose if required. Dosage would depend on baby weight(what you normally give your child at present). Apply a calamine lotion on the skin.
Try and recall if there was any contact with other kids or contacts with similar complaints as it tends to spread and there could be an out break around.
We also need to keep in mind other diagnoses such as insect bites/bug bites or allergic reactions to any outdoor exposure, plants, pets, chemicals etc.
In any case, the treatment remains symptomatic.
Do let me know if there is any change in the blisters, arrangement of blisters, pus/discharge from them, or any new symptoms.
I understand your concern regarding herpes, but the lesions do not appear so.

Observe the bumps over the next two days and watch for changes. Do consult a dermatologist if there is a severe increase, fluid discharge, peeling skin or severe general symptoms. They will then need to assess and decide regarding tests and further treatment/antibiotics.

Sucking blisters are also an extremely common cause, especially if your baby is teething. Since there are no blisters anywhere else, it should be considered. But that would not explain the one on the face, unless its inside the lips or mouth.
Babies often get redness, swelling and blisters on area they suck continuously. it generally does not require treatment, but large or infected/pus filled blisters may need to be popped and drained, followed by antibiotic ointment. The baby would also avoid sucking in these cases due to the pain. If not infected, calamine lotion would help, but if it is not possible to prevent sucking, use a cream for cracked nipples.
At present , the blister looks to be in early stages and does not look infected and seems it will resolve on its own. We will still have to observe for progress towards the viral infection.
try to cover with a sock to prevent further sucking.
So, i would advise you to observe them and treat as advised depending on symptoms for a couple of days. Consult the dermatologist anytime you suspect changes or increased severity in symptoms.
