Question: I have a low grade fever 99.5- 100.2, headache sore throat, my nose is either runny or stuffed up and i am coughing up light green flem is this just a cold???

although it could be, the chances are it's not. The common cold won't usually cause a fever as high as yours (if at all) although it can't be excluded. Taking a lot of drugs that reduce fever also make common cold a lot less likely, because if you didn't you'd probably have an even higher temperature. Coughing up green phlegm is also uncommon in the common cold.

Your situation sounds more like influenza. I couldn't possibly give you the diagnosis though particularly without clinical examination. Since you're having cough and green phlegm a careful clinical examination is warranted to exclude pneumonia.

Signs of pneumonia (not obligatory for the diagnosis) include pleuritic pain (that is unilateral chest pain when taking deep breaths), shortness of breath and increased number of breaths per minute (more than 20/min).
