Hi! I can understand your concern. High cholesterol levels could be due to faulty diet, having too much of fat/oily foods, lack of physical activity and sometimes even when a person leads a healthy lifestyle and controls diet, cholesterol remains high due to genetic reasons. Your mother might be genetically susceptible to high cholesterol. Her body might be producing more cholesterol naturally inspite of leading a healthy lifestyle. But even if it is due to genetic predisposition, she must be careful with her diet and remain physically active to reduce these risk factors.

Emotional stress is also responsible for high BP and cholesterol. Make sure she is not tensed. If she is under stress, help her relax more. I don't know what age group does she belong to and does she have alot of workload, family responsibilities etc? Is she working or a homemaker? If you could give me more information about her, then maybe I can guide you better.
