Hi,
I do appreciate your concern regarding to your husband's health. I had gone through your question and understand your concerns.
Your husband was a diagnosed with hypothyroidism.. and now his thyroid profile is with in normal range.. I just want to know that presently, he is taking any medicine for hypothyroidism or not.. Hypothyroidism is affect metabolism and weight gain is associated with hypothyroidism.. And another thing is Diabetes.. Have you did fasting Plasma Glucose test and Lipid profile any time in past..
Third, Life style is very important factor like if your husband is doing all type of exercise but not loosing weight.. then total calorie intake in a day is also important..Balanced diet is advisable and don't eat large quantity in single meal.. eat healthy balanced diet and frequently... we used to divide meal into 3 major meal and 2 snacks in between..
Fat is not converted to muscle..it is false...Fat is classified into Brown adipose tissue and White adipose tissue and now Beige adipose tissue...
You have consult your treating doctor for further evaluation...
Hope this answers your question. If you have additional questions or follow up questions then please do not hesitate in writing to us. I will be happy to answer your questions.

Wishing you good health.
