Your feeling like mucus in the throat and need to clear the throat before talking is indicative of either pooled up saliva or may be naturally coming up from the tracheo-bronchial tree. First of all, get an opinion of an ENT for clinical examination and endoscopy. Tests of blood, urine and X-ray of the chest. CT scan of the sinuses to see if there is primary or secondary changes Once a proper diagnosis has been made, the treatment becomes easy.
