Random Itchy Bumps All Over Neck, Face, Arms, Hands, Bumps Growing In Size. Causes?

I have been getting these random itchy bumps all over my neck , face, arms, hands, and feet . I looked it up and people said it might be bed bugs, but the thing is, they appear through out the day! Not just when i go to bed and wake up with more, the other day i counted 10 on my neck, by the end of the night i had 13! I was out all day, didnt sit on my couch or lay in bed once :/ i just dont know what to do, they start off the size of a dime then if i itch they blow up to quarter.. What are there things??

Dermatologist 's  Response
Hye! It would be lichen urticatus (papular urticaria). Antihistaminics, steroid in tapering dose, would be helpful. Apply locally calamine lotion. Avoid soap bath. I hope you will be alright, but still you consult dermatologist.
