How To Manage Itchy And Scaly Skin Caused By Sunburn?

I got a sunburn about two weeks ago. It was really painful and instantly turned red. It started to blister and those have went away. I have scaly patches on my shoulders now and the redness is still there. I also am extremely itchy because of this. Is this normal?
