How Should Soreness In The Toes Area With Irritation Be Treated?

I have had a sore between my 4th and 5th toe since April. I have been going to a foot doctor every week/every two weeks. He called it an ulcer nd first treated it with an iodine solution and bandaged it. Last few months he told me to use neosporin. The top of the toe has become irritated from the bandage/band aid. I now use the neosporin and cotton between the two toes. It seems to get better than takes a step or two backwards. Is there any other medication that can be used for this problem?
He also scraps the toe with a surgical instrument
