Welcome to healthcare magic for your health concerns

I have gone through your question and under stood your concerns. It appears to be eczema and not necessarily a fungal infection, while you are using clotrimazole; which is antifungal cream for so long. In scrotum we usually come across contact dermatitis. You need to do is to keep the area dry and clean, wear loose clothing, apply betnovate ointment (Local steroid ointment) twice or thrice daily, take tab cetirizine (anthistamine/antiallergic) 10mg once daily. Use this treatment for a week. If the itching persist beyond 1 week of starting this treatment, then you need to see a dermatologist for expert opinion.

I hope my answer will help you. Do rate it, if you like it.
