Daughter Suffering From Congestion. Given Antibiotics. Allergic? Suggest

My daughter is 15 months old and gets congestion very often.in last 8 months I have given her antibiotic 4 times.today went to a doctor ,but he said without any tests that she is allergic and I should nebulize her ,just wondering what to do and also worried if this is an allery will it remain life long or can be treated ?

Its important to consider a few issues with respect t her past medical history. How frequent does she have these symptoms? does she have other symptoms or manifestations like in the eyes or the skin? Any family history of allergic rhinitis or asthma? These shall be important in further strengthening suspicion of allergic rhinitis on clinical grounds.
An important aspect in the management of this condition is trying to identify the potentiating factors of symptoms and avoiding them. These could range from cold, animals, pollen, etc. Serum Immunoglobulin E levels when measured could help in the diagnosis and follow up of the child.
I suggest you consult an ENT specialist, who could associate the expertise of an allergist in the care of the child if need be.
