From the information you have provided, this is most likely after shave folliculitis which is often provoked by the irritation and minor injuries to the pubic area. The best thing to do is just to keep it clean and airy. Also, avoid constantly manipulation it as this can make it worse. It would get over without the need of any aggressive medical intervention.
