Blister On The Wrist Filled With Pus. What Could It Be?

Hello, My daughter has developed a sort of a blister right on the wrist , it looks like it is puss or liquid filled. This happened when and after we came back from a childrens inflatable slide place we went to. Can you advise what exactly it could be, I would appreciate. My brother in law says it is a blister. I would really appreciate your help. We have put neosporin cream on it with a gauze pad.
