What Causes White Dots Around The Head Of The Penis?

Question: I would like to know a likely diagnosis for my husband. He has flaky skin under his foreskin, white dots around the head of his penis and he said he has a red rash too. I would like to know 1) what it is most likely to be 2) how its contracted
I know i have not been unfaithful, so ultimately if I took Herpes as an example, either he has the dormant virus, has contracted it recently from someone else or I have given it to him. Only one of those possibilities I can be pretty sure isnt the case. To my knowledge it is unlikely to contract say herpes for example if the person in question is not suffering an outbreak. If it were a yeast infection is that only manifested via a contagious virus?
Would appreciate any help/

Yes I did consider that as an option.
If that is the case, how is it contracted? I do not have an infection to catch, he is very hygienic, and we don't use condoms to warrant an allergic reaction.

It has been there for about 3 days.
I am unable to take pictures.

Could it be anything else, and if not, how could he have contracted this?

1. It is not an exclusive sexually transmitted disease, it can occur also with some internal immunosuppression as in cases of diabetes mellitus, steroid intake.
if it is a case of CANDIDAL balanoposthitis then I would advise you to investigate his blood sugar level..

2. Regarding other possibilities I am not in a position to help you without clear photographs.
