Brief Answer:
Most probably high BP or congestive heart problem

Detailed Answer:
Hello,
I have studied your case. Swelling in leg , ankle and feet can be due to high blood pressure or congestive heart failure. This is common finding and nothing to be worried about. As you are saying that this condition is present since long time so it is not progressing. I have following suggestions for you.
1.Get blood tests like BUN, Creatinine and Urea.
2.Get 2D echo and ECG.
3.Get USG doppler of leg to see if there is any venous blockage or DVT.
After getting through these tests we will be sure about the diagnosis and then management can be started. I would not agree with your doctor that you do not need any treatment.
thanks
