What Does This MRI Report Of Spine Indicate?

my husband has got a problem in the lower back leading to drop feet in the left leg we had gone for MRI and report says diffuse disc bulge with PLL thickening at L1-L2 causing indentation over thecal sac, diffuse disc bulge at L2-L3, L3-L4 level causing indentation over thecal sac and narrowing bilateral neural foramina also posterior central protrusion at L5-S1,D11-D12, and D-12-L1 level causing mild impingmentover neural foramina.Doctors are advising for surgery is there any other way to get it treated. He is 42, BP patient and is on medication.He is 184 cm tall and 90 kg weight.
