Hi welcome to health care magic forum.
It appears to be the allergic reaction to the elastic of the bra and underwear.
I advise you to consult a dermatologist for diagnosis and treatment.
I advise you to avoid the elastic to the inner wear, so far as possible.
I usually prescrib eto my patient with such symptoms ofloxacin, levocitrizine, and montelekast.
Wishing for a quick and complete recovery.Thank you.
