What Could Be The Red Rash On The Arm?

I have a bright red rash that keeps appearing in the exactly same place on my arm. It looks like when you burn your arm in an oven. It comes and goes. I might have it for a few days and then it disappears for a week or two. It s not really itchy but if I scratch it through the night, it bleeds. I ve never been a person to go out into the sun. I always stay in the shade and have my whole life. I m 60 years old.
