What Causes Red Pin Prick Looking Rashes Spreading All Over The Body?

My 13 month son has a red pin-prick looking rash of sorts over his torso and legs. It gets lighter during the day and it darkest in the morning. It is not raised and does not bother him. Does not have a temp. Acts normally. It was on his waistline yesterday and now is more widespread.
