Hi,
IUGR means intra uterine growth retardation. During pregnancy, the fetal cells penetrate the mother uterus and blood vessels to make huge gaps filled with blood. I.e low resistance and high capacitance. If the feral cells don't penetrate adequately, it results in high BP in mother and growth retardation in mother. It had nothing to do with mother's nutrition. Chronically malnourished mother can produce a growth retarded baby.
