Pediatrician 's  Response
Congenital deafness with mental retardation usually occurs in TORCH infection.
Most Probably mother had Rubella infection during pregnancy, so the child might have Congenital Rubella Syndrome. Also look for any cardiac problem. Was the mother vaccinated for Rubella before pregnancy? if not rubella is likely. It is a mild disease but can cause worse consequence if infected during pregnancy to the fetus.
Other condition with similar defects are seen in CMV -Congenital Cytomegalovirus infection.
The baby probably was infected in-utero ( inside womb).

Pediatrician, Surgery Dr. Antony Robert Charles's  Response
The child would need to be seen by a geneticist and a neonatalogist who can order a panel of tests to seewhich virus has affected the child, in case it is a virus. Many a time, there is no direct relationship wtih any virus, but there is a panel of tests that look for causes, like the TORCH titres. Your doctor can order these tests as it may help in diagnosing the cause of this and more importantly help prevent such issues in the subsequent pregnancies
