Is Swelling Normal Long After Treatment For Broken Bone?

3 mos ago I broke my 5th metatarsal. I went to an orthopedist after being seen by ER & Primanry Dr. I was in a boot for 1 week (even in bed) and then put in a non weight bearing cast due to the bone seperating. The cast came off after 6 weeks and then I went back into the boot but could bear weight. It has been 3 mos. now and the swelling is still severe. Is this normal? MY Orthopedist told me that come Septemeber if there is still pain they may need to do surgery. The seperation had filled with bone but not totally, last xray was a few weeks back
