As you said you are having pain at glans penis, which is the most anterior part of penis, during erection and sometime bleeding, it suggest that your foreskin is tightly attached with your glans penis.
You reguire surgical removal of that foreskin to relieve your symptoms and the operation for it is known as circumcision.
