Hello and welcome to healthcaremagic
This combination should never be used as a fairness product. It is a prescription product, first of all and one should obtain it only after the prescription of a dermatologist.
It is prescribed by dermatologists for melasma/
hyperpigmentation on face and in any case should never be used for more than 2-3 months at a stretch because of the danger of steroid related side effects like acne, skin thinning,
telangiectasis, sun sensitivity/
photosensitivity, facial hair growth/hirsutism (specially troublesome in females) etc.
You should rather use a broad spectrum sunscreen, that which offers both UV B as well as UV A protection, throughout the day.
A skin lightening cream containing one or more of the following skin lightening ingredients e.g kojic acid,
glycolic acid, arbutin, magnesium ascorbyl phosphate, liquorice etc are safer even if used over a longer period of time.
Always
consult a dermatologist before you use a cream. Your Dermatologist knows the best for you.
