Could The Abnormal Results Of Pap Smear Be Due To HPV?

I had precancerous cells and my doctor recommended a hysterectomy due to previous menstrual problems. My follow up pap smear showed abnormal pap again and positive for HPV 16. Doctor wants to do more biopsies. Is this necessary or is it abnormal because of HPV 16? I've never tested positive for HPV before when they tested me and have not had sex since my divorce 7 years ago.
