If its small, mobile and painless, you need not worry.
Regarding the swelling above his belly button- please visit a Pediatric Surgeon and get his opinion too.
are common in kids and nothing much is done.
But epigastric hernia
(in the region between his belly button and chest) needs to be repaired.
If its superficial in the region below the skin- then its likely to be a cyst
