Hi! I have about three round, not itchy, dry patches on my hip. One about the size of a quarter and the others dime size. I also have a tiny one developing on my back. I tried putting vitamen E oil on it thinking it was eczema or something but they won't go away.

Dry patches on the buttock area can be due to eczema of fungal infection. Both of these are usually associated with itch . But in diabetics, the itch may not be present.
The treatment for both of these conditions is different.
