Brief Answer:
Balanitis not necessarily related to HIV

Detailed Answer:
Hi,
Welcome to HCM.
Thanks for posting your query.

You had not mentioned anything about your sexual activities with your wife or outside marriage. When was your last contact? HIV card test done how long after your last contact? Whether your wife has any complaint like white discharge per genitals or genital itching?
Above details will help to interpret your problem with more clarity.
Your condition is called as Balanitis (inflammation of glans- head of penis). This might be either due to an yeast infection or due to some irritation because of some applications or soaps.
Further investigations and history and examination would confirm the diagnosis. If it is due to yeast infection appropriate anti-fungal antibiotics for 3-4 weeks along with partner management.
If HIV test had been tested 3 months after the last contact then you are free from HIV. Fever may be due to many other causes other than HIV.
Consult your physician and get well soon.
