Brief Answer:
Possible perinatal insult and brain damage

Detailed Answer:
Hello,
I have gone through your question and understand your concern.
The CT and previous mri are suggestive of cerebral insult to left hemisphere with resulting atrophy and ventricular dilatation.
The event may during perinatal period or later.
The deficit may be mild involving right upper and lower limbs.
If the event was unnoticed then it is unlikely to progress.
Provide details of consultation and blood investigations done.
Hope you found the answer helpful.
