What Does A Small Red Bump On The Base Of Penis Shaft Indicate?

Question: About 7 weeks ago I had unprotected sex with a new partner 3 nights in a row. About 6-6.5 days after first contact I noticed a small red mark/bump on the base of my shaft where it "connects" to my body. If erect this mark is up the shaft slightly. It is definitely in an area where in an ingrown hair is possible considering I shaved a 1 or 2 nights before the trip but it is slightly above where I truly feel comfortable assuming ingrown hair. I went to doctor next morning and got a swab for herpes which came back negative (how reliable is that 12-16 hours after noticing the situation, too soon? the doc did not say anything about it being too soon). Doctor said it looks like nothing but come back if it gets bigger or blisters/fills w/ clearish fluid or concaves. The sore/bump/pimple never did those things and I did manage to get some pus out of it later on (never could find an ingrown hair). The issue I had was it never healed quite right. It looks like a piece of dead skin was over top middle of it and on the sides there was still redness. I took a needle and removed the "dead skin" situation about a week ago and it seems to be healing better still not normal. It has been a 7 week ordeal. I have tried to refrain from masturbating as much as possible to help healing as I figured that motion w/ that area could only delay healing. I just also note that once I saw the spot I started the spot I felt tingling and sick. The next night I had some "flu like symptoms" in the fact I was sweating like crazy trying to sleep and possibly had temperature of about 99. I did have extreme anxiety about the whole thing and it took me 5 days to get my results. I felt that tingling and other problems off and on that week. I have had no new bumps/sores/pimples. I unfortunately cannot seem to get a picture clear enough to be worth sending. Any thoughts?

It is not clear about exact morphology. As I understand it had pus filled lesion .later it is dry lesion non healing.
It is incomplete data without seeing lesion we cannot give opinion
Please send clear photos of lesion I will try to help you.
It may be folliculitis or wart or fungal infection.
Unlikely herpes as they do not persist for Long but recurrs.
Get back with clear photos

The photos are not clear.
But it appears to be a fungal infection .
You can apply topical antifungal cream like terbinafine (sebifin) or clotrimazole cream.
Clean area with warm water twice daily and apply cream.
Use loose cotton innerwears.
If does not subside consult dermatologist or get back with clear photos.
