Brief Answer:
Could be cervical muscle spasm

Detailed Answer:
Hi, thanks for your query.
In my opinion, you might be having cervical muscle spasm causing stiff neck with heaviness. Anxiety can be the cause for this.
Since you don't have any other symptoms, do not worry. If I were your treating doctor, I would have muscle relaxant and advised for neck exercises daily. Your propanolol does not cause any of the symptoms. Continue it.
If symptoms persists, or gets associated with neck pain, giddiness, then please consult with your doctor and get evaluated.
Hope my answers have helped you. Thanks.
