Brief Answer:
It could be Lipoma or a Cyst.

Detailed Answer:
Hi
It could be a Lipoma, accumulation of fat or a Cyst, mostly Sebaceous cyst.
These two conditions are not relieved with medicines.
They have to be removed surgically.
Please consult your doctor, get examined clinically and proceed accordingly.
If the swelling is small,I prefer to remove the swelling surgically and send it for histopathological examination ( Biopsy ). Exact diagnosis will be confirmed.
Nothing to worry.
As the swelling is movable, it could not be Cancer.
Hope I answered your query. If you have any questions, I will clarify further.
Wish you good health.
Regards
