Brief Answer:
I suggest a possibility of seborrheic dermatitis

Detailed Answer:
Hello and welcome to healthcaremagic

I am Dr. Kakkar. I have gone through your query and I have looked at the photographs.
I can see dry, scaly patches on the chest in these images.

I would keep possibility of seborrheic dermatitis rather than this primarily due to a hair removal cream.

Seborrheic dermatitis is a steroid responsive condition.
You may use a topical moderately potent steroid e.g fluticasone propionate 0.05% cream Or mometasone furoate 0.1% cream, twice daily.

This are prescription steroids and I suggest that you talk to your doctor for the needful.
