I have gone through your query. I suggest a likely possibility of candidal balanitis

However I would like to gather more information from you in order to be able to guide you better.

-Are you sexually active?if yes, do you have single or multiple sexual partners?when was you last sexual contact?and do you use a protection?

-Any history of urethral discharge?genital sores etc?

-Does your sexual partner complains of vaginal discharge or itching?

-Do you use soaps etc to clean the delicate skin of glans?

Brief Answer:
I suggest you to avoid soaps

Detailed Answer:
Hi.

Using a soap might be one reason for itchy sensation, as some of it might get into the urethra through the meatus and thus irritate the mucosa.
The red spots that you noticed could also be due to irritation to harsh cleansing.

I suggest you to just use plain lukewarm water to clean the area and nothing else. Soaps are too harsh to be used here.
