What Causes Penis And Testicles Shrinkage Along With Erection Problem?

Question: Hi.. i m a 22 year old guy.. for sometimes i am facing a problem of shrinking of penis and testicles also getting problem with erection. This is lowering my confidence..pls help

Shrinking means the penis size is smaller now as compared to past. The question is- is it only in soft state or both soft and erect state? It is important because shrinkage in soft state is due to anxiety or obesity where as erect shrinking can be more serious. Is there pain in penis ?
Please clarify whether you have diabetes or any other illness

i don't have any other illness. sometime times back i was operated for inguinal hernia.
apart from these i would like to add some experiences from past.
i used fantasize before sleeping 4-5 years back from now.during that time i used to have nightfall and hence shrunk penis. also i used to masturbate frequently. i was not aware for these problems so i thought that it will be good once i grow up but i think problem persists from back then. Now a days i am not getting morning erections.
