I can understand the frustration you must both be feeling after having multiple tests & examinations performed without definitive results. Because of the nature of the fall & when it occurred, it may be possible that he has suffered damage to the temporal mandibular joint as well as to the inner ear which helps control balance. Sometimes the damage may be such that it is "subtle" by imaging detection (yet obvious in the symptoms it causes). Unfortunately it sounds like he may need an examination by someone who is well-specialized in head anatomy, such as an otolaryngologist (ENT) or even a oralmaxillo facial surgeon. In the meantime, it is important if your father can safely work on stability & balance exercises, ideally with assistance at first.
