Better to avoid alcohol.

I can understand your concern.
Alcohol consumption can damage lungs. But it depends on quantity of alcohol intake and smoking habit is there or not.
So if you are smoker than you should quit smoking as soon as possible also alcohol.
Get done chest x ray and PFT (Pulmonary Function Test) to rule lung damage.
You may need antibiotics, antihistamines, inhaled bronchodilators and inhaled corticosteroid.
So please let me know

I just drank beer at a lake and probably had about 12 beers over 12 hours. This has just started happening over the last few months that I wake up with chest pain and a feeling of my lungs being full of fluid. I drink about once a week maybe 6 to12 beers never getting intoxicated and don't feel drunk.

So you should definitely get done ecg and 2d echo to rule out cardiac diseases.

2. I work out 4 days a week and have a vigorous workout and never have breathing problems. I produce a full sweat, 30min either on treadmill or bike and 30 to 40 mins of weightlifting
3. I have a cough after alcohol consumption and shortness of breath but it subsides after a couple of days. And the coughing produces fluid being coughed up.

I can understand your concern.
Since you are having most symptoms during alcohol and after intake, possibility of either cardiac or Pulmonary or liver damage is more.
So, better to get done ecg, 2d echo to rule out cardiac diseases.
Get done chest x ray to rule out lung pathology.
Alcohol I'd known to cause liver damage, so get done liver function test (LFT).
And better to quit beer.
