Question: my 16 year old daughter has been dizzy and lighted, experiencing some brain fog for 4 days. This is accompanied by a headache at the temples. She has some congestion as well.

Symptoms you describe point towards sinusitis mostly, but also may be related to a viral infection.

Besides over the counter sinus medicine, an evaluation by your daughter's primary care Doctor about the cause of sinusitis ( viral or bacterial infections, allergies, etc.) and treatment with antibiotics is necessary.

Over the counter painkillers (Paracetamol, Ibuprofen) are also necessary to be used.
