Brief Answer:
I think it can be cervical spondylitis

Detailed Answer:
Hello,
I have studied your case and I thunk that you may be having nerve compression in neck or shoulder. As you have already visited many doctors, I would recommend you to get EMG /NCV test. This test will confirm us if there is nerve compression and what is the site of this.
Meanwhile you can follow these steps.
1.cervical collar and intermittent cervical traction
2.Avoid keeping neck in same position for long time.
3.Tablet Pregabalin M one at night time.
I hope this answer will be useful for you. let me know if there is any other followup questions.thanks
