What Causes Blotchy Looking Skin On Neck?

Question: Hi, I am a 58 year old woman. What would cause the skin on the sides of my neck to be blotchy looking? This only developed in the last couple of years, and after menopause. It is not raised, painful, or itchy, and it is not a rash.
