Brief Answer:
Possibly fungal infection

Detailed Answer:
Hello,
Thank you for trusting HealthcareMagic

The itchy scaly rash is most likely to be a fungal infection like Tinea or Candida.
You can apply over the counter Lotrimin anti fungal ointment to treat the fungal infection
Keep the area clean and dry
wear loose fitting cotton undergarments.

If the rash and itchiness is not improving in a week ,please be advised to follow up with your primary care provider. Microscopic examination of skin scraping will be required to confirm the diagnosis and rule out other possibilities like psoriasis.
