Brief Answer:
Looks to be hernia as per the description.

Detailed Answer:
Hi.
Thanks for your query and information, albeit short and specific.
To recapitulate: Male/64 - lifting some weight a few weeks ago - bulge in groin - feel on coughing - not painful - wants advise.
Any swelling in the groin that starts after heavy work that increases pressure in abdomen, bulge on coughing or anything that increases the intra-abdominal pressure can be hernia.
Although this is just a beginning, this is likely to be a hernia.
I would advise you the following in such a situation:
Get a confirmation by a General Surgeon.
Get Physical/Medical fitness.
Avoid constipation and coughing.
Stop smoking if you are doing it.
do not use any hernia belt.
Get an appointment for surgery if this proves to be hernia.

Take care.
Wishing you all the best.
With Regards.
