Brief Answer:
Allergic reaction.

Detailed Answer:
Hello
Thanks for the query and photograph.
It is looking like an allergic reaction.
I treat such cases with a mild steroid cream like cortisone to be applied once daily in night for a week.
It is safe and effective and usually available over the counter.
Try this and let me know the results.
Let me know if you have any other doubts.
Thank you.

Hello,

Cortisone cream, is not available in china drug store. Is there any other options? Steroids are banned in China.

Or is there any option of buying online.
